Description :

Inputs:<br>
    Text - Contains a serialized item data.<br>
    dwTextSize - Size of Text. <br>
    bLastBuffer - When TRUE, indicates that this is the last buffer of data for the current note.<br>
    pUserCtx - Caller-defined context structure.  <br>
Returns:<br>
    NOERROR return status means that it is successful.
